Joy Hoover

Joy Hoover is a Nevada entrepreneur, community leader, and candidate for Congress in Nevada’s 1st District — running on a simple idea: government should work for the people. For more than 16 years, Joy has worked alongside families, survivors, and grassroots organizations across Southern Nevada and the nation, connecting community members to millions of dollars in resources including healthcare, housing support, legal services, and childcare.

Joy is the cofounder of Esōes Cosmetics, a safety tech company created to help prevent drug-facilitated sexual assault. Her work in advocacy, entrepreneurship, and public safety has reached millions of people and reflects a lifelong commitment to building safer communities and expanding opportunity.

Joy’s path to politics didn’t begin in Washington — it began in community spaces, listening to families who felt unheard by the systems meant to support them. After years of direct service work, she saw that without policy change, many people would continue to fall through the cracks — especially the most marginalized. That realization is what led her to run for Congress.

Joy is running a fully grassroots, people-powered campaign focused on safer communities, affordable housing and economic stability, accessible healthcare, and restoring trust in government by getting big money out of politics. She believes no president is above the law, and that Congress has a duty to defend the Constitution and hold leaders accountable when they abuse their power.
